Yes. Promotions support human-readable labels with per-language translations, so one commercial rule can have a clear customer-facing name in each market.
The commercial rule remains one promotion entity while its human-readable label can be translated per language. Interfaces still need localized content and a consuming implementation for arbitrary message text.
